Of course people need a code of ethics in general. Are bloggers a special case or species? Not sure here. I know we like to "hive off" that way. But in general I'd say commonsense ought to be enough.
Since even real world associations have a hard time enforcing a code of ethics your question is dead on; who's going to enforce it? The "invisible hand"?
